In the time between the wars, the US military commissioned Harley Davidson to develop a motorcycle for the troops and as a result the Harley Davidson WLA was introduced, but this model had many problems. Harley Davidson engineers solved these problems by copying the features and developments of the German BMW R71 and thus the Harley Davidson XA (eXperimental Army) was born.

A total of 1,011 units of XA were built in the Milwaukee plant until the Army canceled the project, considering the Willys Jeep to be a better solution for troop mobility.

Anyway these motorcycles were used by the army, in the European theater, for liaisons and messengers, as well as for the Military Police (MP).
